I believe they want to close the river from the hatchery down to the mouth of race horse creek. PERMANENTLY.

Rule to Change:
Nooksack River, North Fork (Whatcom Co.) from mouth to Maple Creek.(Page 24 2014-15 Sport Fishing Regulations for catch zone No. 790) (Add permanent closed-to-all-fishing zone below Kendall Creek and the hatchery.
New Rule Proposal:
Close year-around to all fishing the North Fork of the Nooksack River (all sloughs and side channels) from a true east-west line running through a white monument marking the mouth of Kendall Creek downstream 1,000 feet.
Why the change is needed:
Structural channel changes from year to year in the North Fork of the Nooksack River at and below the mouth of Kendall Creek puts potential hatchery broodstock recruits at risk of being disturbed by or removed from the river in otherwise lawful fisheries. Hatchery spring chinook, winter steelhead and chum salmon so close to the facility that are needed for egg take should be allowed to volitionally hold and enter the facility. The North Fork Nooksack from the Mosquito Lake Road bridge upstream to Kendall Creek in recent years has been closed by emergency order in December and January so the facility can make its programmatic hatchery steelhead egg-take. Permanent closure of this river reach would protect broodstock recruits in the shallow side channel approaches to the facility while allowing continued dispersed opportunities up and downstream.

The Northwest Washington Steelheaders of Whatcom County (board of directors, officers and membership), a Washington non-profit charitable corporation, submits this rule-change proposal. David Bailey, President. With WDFW approval the club will install and maintain the monument marking the mouth of Kendall Creek and will assist in development of posters describing and depicting the closure to alert anglers. The club has previously proposed this closure with WDFW District Fish Biologist Brett Barkdull.
Describe their support and/or concerns:
The club's membership believes this rule is a necessary protective measure in support of native North Fork Nooksack spring chinook recovery objectives and the maintenance and perpetuation of the Nooksack hatchery winter steelhead program for all citizens. It will reduce the need for annual promulgation of emergency regulations.

the hatchery's long term goal is to get just enough fish back to justify a closure the following year

How does one go about measuring 1000 ft down from the monument while fishing on the river?   Seems like a difficult boundary to determine.

They typically put up a marker.
