Skagit:

http://wdfw.wa.gov/about/regulations/emergency_rules/2012/wsr_12-21-027.pdf

"....effective October 10 through December 31, 2012, in waters of the Skagit River from the mouth to the Cascade River Road (Marblemount Bridge), salmon daily limit is three, except release chum and Chinook salmon.

Reasons for this finding:  In-season updates indicate coho salmon are returning in significantly higher numbers than predicted.  Increasing the daily limit will provide additional recreational angling opportunity.  There is insufficient time to adopt permanent rules. "

Winter crabbing:

"... effective 8:00 a.m. October 13, 2012, through 5:00 p.m. December 31, 2012, a person may fish for crab for personal use seven days a week in Marine Areas 4 east of the Bonilla Tatoosh Line, 5, 6 , 7, 8-1, 8-2,
9, 12, and 13."
